The high-stakes pursuit of justice in the multi-billion-peso flood control corruption scandal is currently navigating a treacherous and dramatic path, marked by the mysterious disappearance of the investigation’s most crucial witness and shocking revelations that point toward a possible organized cover-up.
These startling developments were unveiled during an emergency press conference where Senator Panfilo “Ping” Lacson—who is signaling his intent to return to the powerful chairmanship of the Blue Ribbon Committee—candidly laid out the formidable challenges facing the inquiry, which is set to resume on November 14. The central figure in this escalating turmoil is former Marine Technical Sergeant Orly Gotesa, whose sworn testimony detailing the delivery of massive cash kickbacks to high-ranking political figures sent shockwaves across the nation.
The investigation, initially framed by lawmakers as an earnest effort to expose substandard and non-existent flood control projects, is now heavily complicated by a series of dramatic events that threaten to derail the entire legislative probe.
The Vanishing Act: Gotesa and Corroborating Witnesses
Senator Lacson expressed profound concern over Gotesa’s disappearance, notably emphasizing that Gotesa was the only individual who dared to link former House Speaker Martin Romualdez directly to the corruption mess. “He implicated former House Speaker Martin Romualdez—he was the only one who was able to do it—and then he suddenly disappeared,” Senator Lacson stated, underscoring that Gotesa’s presence is vital if the goal is to secure a prosecution and eventual conviction.
The Senator’s apprehension was amplified by the revelation that two other individuals, identified as “Mark and Paul,” who allegedly assisted Gotesa in the money deliveries and could have corroborated his testimony, have also reportedly “joined up” with former Congressman Zaldy Co in Europe. This information, initially relayed to the Senate President by Senator Bato de la Rosa, is currently being verified through the Bureau of Immigration.
The simultaneous absence of both the accuser and potential corroborators has fueled grave suspicions regarding a deliberate strategy to undermine the investigation. Senator Lacson defended the committee’s order to review Senate CCTV footage, clarifying that it was not an attempt to “spy” on the whistleblower as some critics alleged, but rather a necessary step to identify Gotesa’s companions to potentially locate him.
The Credibility Challenge and the Need for Receipts
Adding to the complexity is a major blow to the technical validity of Gotesa’s original affidavit, following a local court’s recommendation for a preliminary investigation into Gotesa for falsification due to a supposedly forged notarial signature. While Senator Lacson maintained that the sworn testimony given during the hearing is valid for the Blue Ribbon Committee, he cautioned that “a mere allegation by one person” is unlikely to “hold water” in a court of law without supporting documents.
The Senator stressed, “As an investigator for so long, I know that the word of one person will be difficult to stand,” and further criticized the lack of physical evidence or documentary proof to back up the claims of cash deliveries. He also addressed lingering questions about who assisted Gotesa in drafting the affidavit, acknowledging reports that it was not Gotesa’s sole work but was helped by others, including former Congressman Mike Defensor.
Subpoenas, Courtesy, and Political Roadblocks
A significant procedural development is the Blue Ribbon Committee’s decision to summon both former House Speaker Romualdez and former Congressman Co to the next hearing. However, the summons for the former Speaker will be coursed through the current Speaker, an adherence to “inter-parliamentary courtesy” which respects the institution, not the individual. Senator Lacson explained that should Romualdez choose not to cooperate after the invitation, the Committee is prepared to issue a subpoena, followed by a citation for contempt, and eventually a warrant of arrest.
Senator Lacson also disclosed plans to subpoena the Discaya couple—witnesses who had previously testified about flood control kickbacks and mentioned the involvement of 17 congressmen. He highlighted the vital importance of their testimony in “threading together” and “strengthening” the evidence against the implicated House members.
The Future of the Inquiry
With the hearing scheduled to resume on November 14, Senator Lacson reaffirmed his commitment to the probe, stating that he will not let political dynamics dictate the direction of the investigation. He also mentioned a new, potentially major witness whose testimony could “wrap up” the entire case and “synthesize everything we need to know for prosecution and conviction.” The affidavit for this person is currently being finalized.
This investigation is entering a critical juncture, raising serious questions about the role of evidence, the integrity of witnesses, and the political hurdles in holding powerful officials accountable. Senator Lacson reiterated the committee’s unwavering commitment: “Wherever the evidence leads, we will go there.”
