
In a political detonation that threatens to shake the government to its foundations, a former appropriations chairperson, identified as “Saldiko,” has released an explosive “Part 2” video. The video does more than just make accusations; it provides visual “receipts” for what he claims is a systemic operation of corruption involving a 100 billion peso budget insertion, allegedly ordered from the very top.
The video, which spread like wildfire across social media, implicates President Bongbong Marcos and Speaker Martin Romualdez, casting a dark shadow over the national budget process. This is not merely a case of political sour grapes; the accuser has come armed with photographs, dates, and a detailed narrative that alleges billions of pesos in public funds were siphoned off through briefcases delivered to the country’s most exclusive addresses.
The “Part 2” Bombshell
Saldiko, an Ako Bicol Partylist Representative, framed his revelation as a confession from a man cornered. He claims the administration is using all its resources to “silence” him and that he is being set up as the lone “scapegoat” for a much larger scheme. “I only did what I was told,” he declared in the video, positioning himself as a subordinate rather than a mastermind. “But now, I am ready to face everything.”
Expressing concern for his own safety, Saldiko stated, “I hope I am not silenced before I can release everything.” This set a grim tone for the revelations that followed, painting a picture of a man who believes he is fighting for his life by exposing what he knows.
His core allegation is staggering: he claims he was given direct instructions to “insert or put” 100 billion pesos worth of projects into the national budget.
The Alleged Order from the Top
Saldiko claims this was not his own initiative. He details an alleged chain of command, stating, “I informed the Speaker [Romualdez] and asked for clearance about the President’s instructions.” According to Saldiko, the Speaker’s response was one of resignation to a higher power: “He said, ‘We can’t do anything about it.’”
He directly challenges the President’s potential deniability by implicating another high-ranking official. Saldiko claims that Budget Secretary “Sekmina Pangandaman” was fully aware and provided the necessary clearance. He alleges Pangandaman told him, “Everything is cleared with the president. What’s important is the President’s requested funds get in.”
Saldiko continues, “The following day, Secina said President BBM approved all the reduced agency budgets. The President was happy because his desired 100 billion insertion was included.”
The 25% “SOP”
The most shocking financial claim centers on what Saldiko calls the “SOP,” or Standard Operating Procedure—a widely understood euphemism for a commission or kickback.
According to Saldiko’s testimony, after the General Appropriations Act (GAA) was approved, he inquired with the DPWH (Department of Public Works and Highways) about the “SOP na bigayan” (the customary kickback percentage).
The alleged answer: 25%.
Saldiko then does the horrifying math for the public: “This means 25% of the 100 billion is the SOP that needs to be given to BBM himself. In total, 25 billion went to President Bongbong Marcos.”
To be clear, Saldiko states, “No money went to me [from that insertion].” He then makes a crucial distinction, implying his own insertions were separate: “I have my own insertion. Of course, I wouldn’t insert for them without inserting for myself.” This admission, while self-incriminating, is used to bolster his primary claim that the 100 billion was a separate, larger operation for others.
The “Evidence”: Suitcases Full of Cash
To counter critics like “Pingxon” (believed to be former Senator Ping Lacson) who previously dismissed related testimonies for lacking “probative value,” Saldiko unleashed his “resibos” (receipts): a series of photographs that are, if authentic, damning.
The images show numerous “maleta” (briefcases or luggage) stacked and, in some cases, open, revealing bricks of cash. Overlays on the video detail the alleged contents: “13 luggage cash out,” “14 luggage cash out,” and one staggering photo labeled “27 luggage 1 billion 350.”
Saldiko claims he and his team, naming “Paul Estrada, Mark Side, and my security,” were the ones who personally “delivered [the cash] to the homes of President Bongbong Marcos and Speaker Martin Romualdez in North Forbes Park, South Forbes Park, and even to Malacañang.”
This claim directly corroborates the earlier, controversial testimony of “Master Sergeant Orli Gotesa,” who also alleged cash deliveries to these locations. “What Orli Gotesa said is true,” Saldiko insists.
A Pattern of Practice?
A key detail, highlighted by the video’s narrator, is the dates on the photographic evidence. The alleged deliveries are timestamped: January 2024, June 2024, August 16, 2024. This is a crucial point. It implies these funds were sourced from the 2024 national budget (which was passed in 2023) and that this alleged system is not new. It suggests an established “kalakaran,” or systemic practice.
One photo from August 16, 2024, alleges “seven suitcases with 350 million” and “one suitcase with 400 million” were “delivered to RR”—implying the Romualdez Residence.
This suggests the 100 billion insertion in the 2025 budget discussions is not an isolated incident, but potentially the continuation of a well-oiled machine.
The Counter-Argument: Why Not Just Use the NEP?
Critics of the allegation, like “Toby Changko” (believed to be former Rep. Toby Tiangco), have dismissed the claims as illogical. Changko argued that if the President wanted 100 billion in projects, he would have simply included it in the National Expenditure Program (NEP), which is prepared by the Executive branch and submitted to Congress. “It doesn’t make sense,” Changko stated.
This is, on the surface, a valid point. However, the source video’s commentator, and Saldiko’s testimony itself, provides a chilling rebuttal.
The entire point of not putting it in the NEP, they argue, is to avoid scrutiny. The NEP is public. It is scrutinized line-by-line during committee-level hearings, where the media, opposition, and the public can “see and question” every item.
The Bicameral Conference Committee (“Bicam”), on the other hand, is notoriously opaque. It is where the House and Senate versions of the budget are reconciled, often behind closed doors, with no public minutes. It is the perfect stage to “insert” items that would never survive public daylight. The allegation is that the insertion had to happen at the Bicam level precisely to keep it hidden from the Filipino people.
A Challenge to the Ombudsman
Saldiko’s video ends with a direct challenge to the nation’s investigators. “I am challenging Ombudsman Remulla,” he declared. “If he is serious… investigate your Fraternity Brad and his friend Speaker Martin Romualdez. Investigate President Bongbong Marcos.”
He expressed doubt that the Ombudsman would act, placing his faith instead in the Senate. “The Senate is good at investigations, and I believe that because of them, the truth will come out.”
The ball is now in the court of public opinion and official investigation. The nation is left to grapple with two possibilities: either a cornered and desperate politician is fabricating a massive conspiracy to save himself, or a whistleblower has just blown the lid off one of the largest corruption scandals in the nation’s history.
With the promise of a “Part 3,” the country holds its breath. The “probative value” is no longer just a legal term; it is in the pictures of stacked briefcases, the blood and sweat of a nation allegedly packed and delivered.
